what is tilt and shift lens

Tilt-Shift Lens is an optically-excellent lens that inspires creativity
One of my dream lens that i would like to have .

It gives the toy effect on real objects.
keeping the lines and composition of the scenery but giving it a whole new look !
some examples :
Theres a creative filter function in my camera that gives a similar effect.
I tried that function in 600D,it imitates the effect of a photo taken with a tilt-shift lens.
However,i feel that there's a high percentage of the photo that it won't be process out as what you expect.
